When it comes to apartments and low-income housing, people moving in and out can commonly spread pests in multi-family dwellings.
Most commonly, the pests being spread this way are bed bugs or cockroaches. Both can spread rapidly throughout apartment buildings, and the more tenants you have moving in and out, the higher the risk for your building.
